Point System

 

 

Points will be assessed on (dd, ee, ii). Clubs will be sent a notice of any errors occurring on the gamesheets received for games played the first TWO weeks of the season and no fine will be applied. After that time all fines will apply to ALL CLUBS. Clubs will be sent a report just prior to each meeting which will also be their invoice.

 

RULE 2

DEFINITION OF AGE DIVISIONS

 

 

2.1

Age divisions will be set by the League Executive at the December Executive Meeting.  U9 & U10 will be registered as mini divisions. U11 - U18 will be registered as youth divisions. U19 & up will be registered as senior teams.  Boys divisions will run U9, U10 & even number divisions up to 18 in youth divisions.  Girls will be set by the Executive.

RULE 3

CLUB OBLIGATIONS

 

 

3.1

Non compliance with any section of this Constitution or the Rules and Regulations by any member club or those connected with that club’s teams, will be good reason for the League executive to disassociate the offending club’s team for the League, until such time as the League deems the offending club to be returned to good standing. If the offending club or teams have been suspended from the League for any reason, the suspension will last for a minimum of one week from the date of suspension and the fines are to be paid within 48 hours of notification. Any games scheduled during the week of suspension will be forfeited and not rescheduled. If clubs/teams have still not paid by the due date then another week will be added to suspension & a further fine will be added to the outstanding fine. This practice will continue until the fines are paid. Offending clubs and teams are subject to a fine set out in the Rules and Regulations 1(mm) of the League.

 

3.2

All Clubs will send a list of the Team Head Coach for each team with course # (date & location) or NCCP# by May 15th. Failure to comply will result in a fine to club as set in Rules and Regulations 1(ss). (SCYSL FORM)

3.3

Clubs will send club executive name, addresses, phone numbers and email address to the League Administrator after their club AGM, or by the January Executive meeting. Failure to comply will result in a fine as set in Rules and Regulations 1(oo). (SCYSL FORM)

3.4

Each club must inform the League administrator, one week prior to General Meeting date in April, of the number and type of teams proposed to enter for league play from that club. Teams will be confirmed at the General Meeting in April. Teams pulling out after the confirmed date and prior to the season starts will result in a fine as set in Rules and Regulations 1(pp). Teams pulling out after the season starts will result in a fine as set in Rules and Regulations 1(rr). Any team that does not show up for 3 consecutive games will be taken as a team pulled. Clubs wishing to add a team after the date determined after the date determined at the General Meeting in April will pay an additional fee set in Rules and Regulations 1(qq). Appropriate fees must be sent in with the Team Removal or Addition form before the League will look at the request.

 

3.5

League team registration fees to be received in the hands of Treasurer or Administrator, by the date that is determined at the General Meeting in April. The date may be extended by a league executive vote. Failure to pay fees will result in late fines as set in Rules and Regulations 1(nn) and an inability to play any games until said fees are paid.

 

3.6

Clubs are to send to the Administrator a team roster list printed off the OSA’s computerized registration system to the League by the date set at the General meeting in April. The whole team will not be registered if it is then under the minimum number of players. Players/Team Officials names must be on the team forms to which they are registered. All team officials must be registered with OSA to be eligible to coach a team or serve as a team official at a game.

3.7

Failure to provide the League Administrator with information by date determined at General Meeting in April will result in the inability to participate in games until the information has been supplied.

 

 

If any Club’s fines is allowed to lapse by 30 days, extra fines will be levied per Rules & Regulations #1(mm). After 60 days the club will be suspended until the fines are paid in full.

 

RULE 4

TEAMS 

 

 

4.1

Teams will be placed by the League Executive into either the A or B division subject to criteria listed in this section and based on standings from the previous season.

(a) Any Club operating an in house league regardless of the age division or the gender of the division must enter a team registering with the SCYSL to the A division

(b) Clubs entering 3 or more teams in an age division must register at least 1 of those teams in the A division

(c) If a club enters a team into a higher League (CSL, CGSL, YRSL) then their team of the same age entered into SCYSL would be eligible to enter the B division.

          (d) All U17 and U18 teams will be run in one division gender specific.

 

4.2

Clubs with 2 or more teams in the B division must balance those teams to be within 500 percentage points of each other. Clubs not balancing teams by July 31st will be fined as set in Rules and Regulations 1(xx) and teams will be disqualified from the PYC Tournament & League standings with the exception that the lower team or teams may continue on in PYC play only.

4.4

Team fees: Recreational - $175.00 annual fee

4.5

All Team Officials must have an O.S.A. REGISTRANT BOOK, which shall have the effective date of registration, to that specific team for that specific season, validated by the District Association. The team official is responsible for having it available at all games(including league, cup, tournament and exhibition games) for presentation. Failure to present such document shall render the team official ineligible to participate in that game, to be listed on the team sheet and to be present in team’s technical area.  A coach can only be registered as Head Coach for two teams.

  • Team Head Coach must be registered no later than May 15th.
  • Team Head Coach must have minimum children’s component for B Division Teams and minimum youth component for A Division Teams
  • Failure to register team head coach with the NCCP # or the required certification level shall result in a fine as set in Rules & Regulations 1(vv)

A maximum of four (4) carded officials shall be permitted to be registered to a team and to be within the technical area. Failure to comply will result in a fine as set in Rules & Regulations 1(ww)

RULE 5

PLAYERS

 

 

5.1

(legal/eligible player) All SCYSL players must have an OSA REGISTRANT BOOK, which shall have the effective date of registration, to that specific team for that specific season and validated by the District Association. Only those players properly registered with, and not under suspension by, the league may play in sanctioned games. Any deviation from this rule will be just cause for loss of game(s) by default and/or suspension of the player or club, as determined by the discipline committee. Registration will be by a recognized form within the hands of the league: Article 4 and Rule 6.2. Players registered as “Competitive” with OSA playing in other league must register with this league and must state on the roster list Competitive player. The maximum number of carded players allowed per non-competitive team is a total of five per season. All Call Ups that are registered in other leagues (example in house league teams, CSL, CGSL etc.) will pay a registration fee as set in Rules & Regulations 1(jj) per player to be registered to play in SCYSL.

5.2

(playing up/call ups/carded player) A registered league player may play up a division. (See Chart in Rule 4.3). A player may play up a level but never down and never across to another team in the same age division unless it is a girl going to a boys team. A boy may not go to a girls’ team of the same age division or it will be considered a boys’ team. Once registered on a boy’s team a girl cannot play for girls’ team of the same age. Competitive players will be allowed to play in our league, as registered players or call ups, but will be required to play on the next age group above what they are carded. Violation will result in game forfeiture

 

5.3

All players/teams shall be in possession of OSA Registrant Books to play and their books may be checked by the opposing team’s official(s) fifteen (15) minutes prior to kickoff. If a player is unable to present the O.S.A REGISTRANT BOOK and still plays in that game, they are insured but is not eligible to play in that game.

RULE 6

NEW PLAYERS AND TRANSFERS

 

 

6.1

For players joining after the date set at the General Meeting in April or transferring to another member club, a registration and/or a transfer form must be made for each player and sent to the League Administrator with a fee as set out in Rules & Regulations 1(bb & cc). To encourage balancing of “B” teams, those players moving to a different team within the same club must have a transfer form in the hands of the administrator or faxed or registered mail by July 31st.

 

6.2

An updated OSA’s computerized registration system roster list and the provided league LATE PLAYER, TRANSFER, REMOVE PLAYER & CALL-UP REGISTRATION FORM must be in the hands of the administrator 48 hours prior to the player’s first game. Registered mail mark, fax mark or email will be acceptable. Failure to provide the League with changes will result in a fine to the Club as set in Rules & Regulations 1(yy) for each occurrence.

6.3

When a player is transferred from one team to another, the player must remain with that team for a minimum of three consecutive games.

 

6.4

Interclub transfers may be granted, at any time, by the league, upon submission of evidence that the player has moved from the club with which he was initially registered. There is a fee for such transfers, as set out in Rules & Regulations 1(cc).

 

6.5

Registrations will be discontinued after July 31st.

 

6.6

If rule 4.2 does not apply, players must have played three regular season games with a team previous to playing on that team in a cup tournament. This does not apply for First Round. This rule to be waived at the discretion of the League.

 

RULE 7

GAME

 

 

7.1

League competition will start the week before the May long weekend.

 

7.2

(game length):   U9 & U10         = 25 minute halves (Mini Soccer Rules)

                        U11 & U12       = 35 minute halves

                        U13 & U14       = 40 minute halves

                        U15 & up         = 45 minute halves

 

7.3

(game start) Prior to August long weekend, all starting time for scheduled games will be 7p.m., unless the team official’s agree upon an earlier or later time.  After that date, all games will begin at the scheduled time of your game schedule.  Duration of game may be altered but both team officials and referee must be in agreement before the game starts.

 

7.4

(valid game) A valid game is when 2/3rd plus one minute of a game has elapsed.  If the referee calls a game, it must be put on the gamesheet as to the reason the game was called and the time that game was called at.  If it is not marked on the gamesheet, the game will be considered a valid game and no protest will be allowed.

 

7.5

(grace) Any team not showing up before the twenty minutes of grace has elapsed following the predetermined kick off time will default the game to its opponent.

 

 

7.6

(reschedules) Any league-sanctioned game may ONLY be rescheduled before June 30th.  After this date no more rescheduled games. 

To reschedule                                                  

a)      Inform the opposing team official and find a mutually acceptable date. 

b)      Home team to reschedule referee

c)      Inform the convenor and administrator of (a) above by completing League Game Rescheduling Form”

d)      Any rescheduled game MUST be played by the 2nd week of August for standings.

This may be waived by the League Convenor at the August General meeting. If a mutual agreement can’t be reached by July 15th by both team officials’ then the administrator will assign the date.

This rule, as written, is for games rescheduled before June 30th. After this, there will be NO more reschedules unless the referee for field, weather or other dangers cancelled the game, or because no carded referee showed up. If a field suddenly becomes unavailable, due to a recreation committee decision, the host team official must try to reach the visiting team as soon as possible, but failing that, should ensure that there is someone at the field to inform the arriving team.

All games that are marked as a PYC game CANNOT be rescheduled unless:

(a) the referee for field, weather or other dangers cancelled the game

(b) no carded referee showed up

(c) if the Home Club has notified the League that the Town has cancelled all games on their fields that day

(d) League Convenor has okayed the reschedule

7.7

ALL SCYSL games must be officiated by a registered carded referee that are on the OSA listing for that year. All Clubs will be supplied an OSA listing once a month to the Head Referee. As a mandate by OSA that all Clubs must have a Head Referee, the onus will be on the Club to ensure that their referees are registered. If an official does not appear there is NO GAME. The game sheet will be submitted by the Home Team, marked on the bottom of the game sheet, No Referee, both team officials sign the game sheet, and the game will be rescheduled on the “visiting” team’s field and the team defaulting will be responsible to pay the officials. In the event, of a non-carded official the Club will be assessed as set in Rules & Regulations 1(ee). (Point System)

7.8

(abandoning game) Any game abandoned by a game official, except for weather, dangerous field conditions or darkness shall be dealt with by the League Discipline Committee.  A Team found guilty of causing abandonment shall forfeit the game and shall be subject to discipline in accordance with OSA Discipline Policies and Procedures.  In the event that both Teams are found guilty, no points shall be awarded, and both Teams shall be subject to discipline in accordance with OSA Discipline Policies and Procedures.

 

7.9

(game ball size):            U9 to U12 to play with a size 4 ball 
                                  U13 & up to play with a size 5 ball

 

7.10

(substitutions) Mini divisions, substitutions shall be allowed at stoppages.  All other divisions, substitutions shall be allowed only at kickoff, goal kicks, goals, your own throw-in and injury.  Piggy back substitution will be allowed on the opposing teams’ throw in.  All substitutions will be at the referees’ discretion.

7.11

(points)  A win will equal 3 points, a tie 1 point.  One game cannot be played for double points in order to make up for postponed games.

 

RULE 8

GAME SHEETS

 

 

8.1

Game sheets must have the team’s age, gender, “A/B" Division, team number, GAME #, referee and assistant referee's name and signature, club name, not just the team sponsor or other name. Any player’s whose name appears on a gamesheet and is NOT crossed off is deemed to have played in that game. Players first and last name must be put down on the gamesheet. Each team is responsible to fill out their own gamesheet with all the required information and hand it to the referee prior to the game.  All players/team officials “OSA” number MUST be on the gamesheet.  Improper fill out will result in 2 points error per gamesheet. (Point System)

8.2

In all divisions, the HOME Club is responsible for submitting the both game sheets, by mail, faxed, email or hand delivery, to the convenor within 3 days following completion of the match. Failure to comply will result in an automatic 10 points being applied to the Home Club, as set out in the Points System. Failure to submit the game sheet by the 15th calendar day, from date of game will result in the automatic loss of any points, if earned.

 

8.3

All game sheets must be into the convenor within 7 days of the end of the season

 

8.4

All game sheets may be audited independently of the check done by the convenors.

 

8.5

Official Standings must be submitted to all clubs two weeks after the end of the season.

 

8.6

Clubs will receive a gamesheet book for each team registered. For additional books the fee will be as set out in Rules & Regulations 1(aa)

RULE 9

REFEREE & ASSISTANT REFEREES

 

 

9.1

The home team supplies referees and assistant referees unless otherwise noted.  A game official should be age qualified and the referee is to be at least 2 years of age older than the age of the players he/she is officiating.

 

9.2

ALL SCYSL games are to be officiated by properly registered referees. 13 and up require 3 carded officials. The league referee-in-chief will appoint the center referee for the U18 & up divisions only, with the host club scheduling other officials. If these officials are not locally available, the host club must ask the ref in chief, at least 48 hours in advance, to find the officials. If he cannot, the game must be rescheduled. Appointed Referee fees as set out in the Rules & Regulations 1(uu). The pay is to be in the hands of the officials prior to the game starting.

9.3

As per FIFA rules, the referee that begins a game must complete it.  He can only leave a match if injured during play.  Stoppage of game to change referees for any other reason will result in a $50 fine to the home club.

 

9.4

The league will pay officiating costs for league tie- breakers and championships.

 

9.5

In the event of a NO SHOW without 48 hours notice prior to the game the home team is responsible for the game official fees which will be reimbursed the league upon written notice of home team (ex. game sheet, no show) and passed onto, the applicable cost to the delinquent club.

 

RULE 10

UNIFORMS

 

 

10.1

In the event of a color clash, the home team must change its jerseys to a different colour. Failure to comply with the referee’s decision will result in a game forfeit to the HOME TEAM.

 

10.2

As per OSA rules, ALL players must wear approved shin guards, covered by socks.  Jerseys are to be worn tucked into shorts.  Numbers must be visible.

 

10.3

Players’ footwear must include either running shoes or approved soccer shoes.

 

RULE 11 DISCIPLINE   
 

 

 
All discipline actions are followed by the OSA Discipline Section 9 (Current Revision) of the OSA Operational Policies. There are two types of Discipline:  Discipline by Review System (DBR) and Discipline by Hearing. (DBH)  The fundamental basis of the DBR system is that there are no hearings before a discipline panel for certain types of misconduct.  The penalties (suspensions) are set out in the OSA policies and are automatic. See "Appendix A".  
11.1   TEAM DISCIPLINE SYSTEM  
  RED CARD - 10 POINTS - for foul/abusive language; serious foul play or violent conduct
                  -  7 POINTS - for offenses other than the above

 YELLOW CARD - 3 POINTS

At 40 points team posts $400 bond & club president warns team official(s) & team

At 50 points team loses 3 league points & there will be an interview of the team official(s) & player(s)

At 60 points team loses another 3 league points & bond

At 70 points the team official(s) & the most guilty player(s) must attend a discipline hearing

At 80 points – team suspension for the rest of the season

Each player should have a copy of the individual discipline system (cards) plus the team discipline schedule, prior to the season.

NOTE:  The convenor will keep the team’s discipline record confidential between himself and that club’s president until season end.

Failure to attend a disciplinary hearing will result in the suspension of the person scheduled to appear.  The bond and fine money will be used to cover the travel costs of discipline committee members to the hearing at the rate of $.20 per km plus $10 to compensate for their time.

 
RULE 12 DISCIPLINARY HEARING (APPEALS)  
 

 

 

 

 

 

 

 

 

 

12.1 The written appeal, together with the fee as set out in Rules & Regulations 1(kk), must be sent to the league secretary within ten days of the game to which it relates by Registered Mail, or recognized Courier Service or hand delivery. The letter of appeal must specify your rationale for appealing the decision of the Discipline Convenor.  
12.2 A disciplinary committee shall consist of at least three members:  a chair, a recording secretary, and a third member.  
12.3 At all hearings, the accused party must appear and bring their OSA Registrant Book.  
12.4 All those required to appear shall be given 15 days notice in writing of the hearing. (weekends and statutory holidays excepted) Failure to appear, following notification, will result in a fine as per Rule & Regulations 1(ff) and may result in the offender's suspension at the discretion of the committee.  
12.5 Where the league has published a schedule of disciplinary hearing dates, those required to attend a hearing will do so at the next scheduled hearing following the date on which the offence is alleged to have occurred unless notices have been sent out by the League Discipline Chair of a specific date set for the hearing.  
12.6 Any appeal, which is not submitted in compliance with all of the above regulations, may be ruled out of order and may not be heard.  
12.7 Any appeal, once lodged may not be withdrawn except by permission of the Discipline Chair.  In the event that an appeal is upheld, the appeal fee shall be refunded.  
12.8 Once the hearing has been heard, all parties will be sent a written copy of the decision by the Discipline Committee along with the “Rights of Appeal Information Form” ("Appendix B") in which you have the right to appeal the decision of Simcoe County Youth Soccer League Discipline Committee to Huronia District Soccer Association Discipline and Appeals Committee.  
12.9 The lodging of an appeal shall not affect prior decisions made by League and suspensions shall remain in effect until the decision of the appeal hearing has been released by the H.D.S.A.  
12.10 A written letter, together with the fee as set out in the Rules & Regulations 1(ll) must be sent to the League Administrator requesting for a hearing when the Accused is “Suspended until he/she Requests a Hearing”.  
RULE 13 PROTESTS  
 

 

 
13.1 The league will allow clubs to protest anything concerning a game played where there is a legitimate grievance.  A ref’s decision is NOT subject to protest although the discipline, resulting from cards handed out, can be appealed. (Rule #12)  
13.2 Any protest relating to the grounds, goalposts (which must have crossbars) or other appurtenances of the game will not be entertained by the league, unless notice with particulars has been given by the opposing team by way of an objection lodged with the referee prior to the commencement of the match.  The referee shall require the responsible team to remove the cause of the objections, if possible, without delaying the game.  The ref has jurisdiction, but he cannot force teams to come onto the field.  If a team official feels that their players are jeopardized, they can pull their players off and send in proper protest.  If, however, a team official says they are going to protest on grounds known prior to the match and then plays anyway, they waive their right to protest.  
13.3 No one except the referee shall write any comments on the game sheet.  Those wishing to protest will put their protest in writing as per R12.4, but the writing will not be on the games sheet.  Any comments on the game sheet by other than the ref will be crossed off and ignored.  
13.4 The written protest form & letter of protest must state the Constitution Rule or Bylaw on which the protested is based. Club Board Member must send the documents along with the fee as set out in Rules & Regulations 1(gg), will be sent to the Protest Chair within seven days of the match to which it relates. A copy of the protest must be sent to the opposing team official and the president of the member club within seven days. The convenors’ record of Game sheets shall be the official game sheet of reference.
13.5 The protest committee shall be comprised of the chairman and two neutral others.
13.6 The protest will be dealt with by the date of the next general meeting, or 30 days, whichever is less.
13.7 Any protest, which is not submitted in compliance with all of the above regulations, may be ruled out of order and may not be heard.
13.8 Any protest, once lodged may not be withdrawn except by permission of the Protest Chair.  In the event that a protest is upheld, the appeal fee shall be refunded.
13.9 Appeals to protest the decisions of this committee must be brought to the attention of the league president within 10 days of notification of the decision along with the appeal fee Rules & Regulations 1(gg). The president, and the protest chair, will review the decision of the protest committee. If they do not agree, the decision of the committee may be appealed to the HDSA.
RULE 14 LEAGUE CHAMPIONS
14.1

League Champions shall be decided as follows:  points awarded for each game as follows:  1.  3 points for a win     2.  1 point for a tie     3.  0 points for a loss

14.2 If the League, for any reason awards points for an un-played game, the team deemed to be the winner shall receive three (3) points for a win and score recorded as 1 to nil.
14.3 The team having the most points at the end of the regular schedule will be declared the League Champions.  In the event of teams being tied, a Play-off game will be played on a field selected by the Executive Committee and the League will pay for all costs. (If more than two teams are tied at this point, 3 teams will be round robin, 4 teams a single knockout, with the two winners playing off against each other.
14.4

To break ties in all league tournaments, or play-offs the following will apply:

  a) winner of game between the tied teams, advances   b) most wins

  c) largest goal difference                                         d) most goals

  e) lowest goals against                               f) penalty kicks as per OSA rules

Once a team is eliminated from the equation, go back to the beginning of the process.  In elimination games, 2 x 10-minute overtime halves, followed by penalty kicks will determine the winner as per OSA rules.

RULE 16 U9 & U10 (Mini Soccer)
All mini rules are followed by the Mini Soccer Playing Rules (Current Revision) of the OSA Published Rules.  See "Appendix D".
RULE 17 OTHER PROVISIONS Nov 2007  
17.1 Any matter not covered by the League Constitution and/or Rules and Regulations, shall be governed by the provisions of the O.S.A. Constitution and Policies and Operational Policies. In the event that any article of the League Constitution or Rules and Regulations conflicts with the published rules of the OSA or the CSA, the provisions of the OSA or CSA published rules shall take precedence.
17.2 For any article specifying a date, a company postmark will not be acceptable.  Canada Post mail mark & fax mark will be acceptable. Fines only waived in extenuating circumstances as decided by the Board of Directors.
