1) Question:
How come some Referees let me sub when I ask,
but at another town, the Referee won't let me?
Answer:
The
rules of the game should be decided on when substitutions
may take place, whether or not there are throw-ins or kick-ins
( Mini Rules ) and clarifying offsides ( mini rules), before
the game starts.
Each Coach
should carry a copy of the rules from SCYSL for reference and
to show the Referee in case of disagreement of the rules
between the Coaches.
It
is up to the Referee AND the Coaches to converge prior to the
match and go over the rules of the competition. All
games and age levels have slightly different rules. It
is impossible for any Referee to know them all.
Especially mini-soccer rules, as these rules vary from club to
club and a Referee has to be reminded on the rules for SCYSL.
2)
Question:
I have a
problem with a Referee that lives at the same place as
the team we are visiting. The Referee seemed to show
favouritism towards the home team.
Answer:
All
Referees are registered with the Ontario Soccer Association as
a Referee for the OSA. Whether the Referee lives in the
same area or not cannot be construed as favouritism.
This happens quite frequently. It is almost impossible to
schedule and get Referees from out of town, for all games,
Especially if a game doesn't require a higher level Referee.
The
Referee must always show impartiality towards both teams.
There are serious consequences for Referees that
"favour or fix" a game. A Referee can be
suspended or terminated by SCYSL and the OSA, if this is
proved. A monetary fine can also be imposed
3) Question:
How come the Referee calls hand ball sometimes and not other
times. The Referee at our game didn't stop the play
immediately when there was an obvious handball.
Answer:
Referees are instructed to not call fouls
right away, unless a goal was denied or the team making
the foul, gains possession of the ball immediately after the
foul. The Referee should state "Play On", either
with their hands or by their voice. The use of the Referees
voice is preferred, so everyone playing and the Coaching team
are aware that the Referee saw a foul but doesn't want to stop
the play. Stopping the play could take away a goal
scoring opportunity for the fouled team.
Infringements of the Laws, misconducts,
fouls (including handball), are called only:
Law 5
a) "If
in the Opinion of the Referee"
b) " Stops, suspends or terminates
a match, at his/her discretion, for any infringements of the
Laws
c) "Allowing
play to continue when the team against which an offence has
been committed will benefit from such an advantage and
penalises the original offence if the anticipated does not
ensue at the time".
The Referee is instructed to wait a few
seconds to make the decision.
